For personal review, the SBI Right to Review requires an FD-258 fingerprint card, request information, and the current agency fee. The subject mails the package to SBI. Kannapolis Police takes cards by appointment for eligible Cabarrus or Rowan residents, charging $15 cash for a city resident and $25 for a nonresident under its published rules. Kinds of Criminal Records

Read Cabarrus Custody Records Carefully

North Carolina Public Access Laws

Restricted, Sealed & Expunged Records

North Carolina restricts juvenile files, expunged matters, confidential victim and minor identifiers, nonpublic SBI criminal-history information, treatment records, and most investigative content. Public court screens also suppress sealed cases and redact Social Security and financial-account numbers. A missing public result may reflect a lawful restriction, an indexing delay, or an archived record. It should not be treated as proof that no government record exists.

Expunction is the statutory North Carolina term. Article 5 provides separate routes for dismissed charges and acquittals, mistaken identity, some youthful first offenses, and certain nonviolent convictions. Eligibility can turn on the exact charge, disposition, age, prior history, waiting period, and number of convictions. Some routes impose a $175 filing fee, while certain dismissal and not-guilty petitions do not. File the correct statewide AOC form in the Cabarrus case and confirm the live rule with the clerk.

After an expunction order, the clerk sends certified copies to named agencies for removal or destruction as the statute directs. City-by-City Criminal Records in Cabarrus County

Concord and Kannapolis police retain the reports their officers create, while Harrisburg receives law-enforcement service from the Cabarrus County Sheriff. None of the three has a municipal criminal court. Filed misdemeanors and early felony matters use District Court, and felony trials use Superior Court. Cabarrus Criminal Records Changed in 2025

Several local changes affect how a search works. Cabarrus received a public eCourts kiosk in June 2025 with scanning, printing, and payment tools. A new electronic-device order took effect August 1, 2025, alongside the courthouse phone restriction. Statewide Odyssey conversion finished on October 13, 2025, which made old advice about North Carolina lacking a statewide public case view obsolete.

Remote events can also appear on a Cabarrus docket. The county demonstrated CRAVE audiovisual links for hearings involving the jail and other locations, and local court pages publish Webex courtroom links. A remote appearance is still a court event, even when no one sat in an ordinary courtroom. Read the event label and later judgment rather than guessing what occurred from the location alone.
